A management survey covers normal occupation. A refurbishment and demolition survey is intrusive and required before any work that will disturb the fabric.

What an ASB actually records.

A management survey is non-destructive. It records what is accessible and states plainly what was not accessed, because an area recorded as a caveat is not the same as an area recorded as clear.

The survey is the start of the duty, not the end of it. What discharges the duty is the register, the risk assessment and a management plan that gets acted on and reviewed.

Control of Asbestos Regulations 2012

Regulation 4 places a duty to manage asbestos on whoever is responsible for maintenance of non-domestic premises, including the common parts of domestic premises. The duty holder must take reasonable steps to find asbestos-containing materials, assess their condition, record the findings, assess the risk and prepare and act on a management plan. HSG264 sets out the survey methodology.

Required for higher-risk materials such as sprayed coatings, lagging and most insulating board, and must be carried out by an HSE-licensed contractor.

Share the register

The register must be made available to anyone who may disturb the fabric, including your own contractors. That is the part most often missed.

There is no expiry. The register is kept under review, and the condition of recorded materials should be re-inspected periodically, commonly annually.

No. Sampling disturbs the material and requires competence and controls. Analysis must be by an accredited laboratory.

Work stops immediately and the material is treated as asbestos until analysis says otherwise. That is precisely what the register exists to prevent.

There is no general duty to notify residents about material recorded in good condition. There is a duty to make the information available to anyone liable to disturb it.
