Do I need a fire risk assessment?
If your building has communal parts, or is an HMO, or is a workplace, yes. A single self-contained house let to one household does not need one.
What does it cost?

How often does it need reviewing?
There is no fixed expiry. It must be kept under review, and reviewed whenever the building, its occupants or its use change materially. An annual review is common practice.
Does it have to be written down?
Yes. Since October 2023 every responsible person must record their fire risk assessment in full, regardless of the size of the premises.
What an FRA actually records.
A fire risk assessment is a method, not a form. It identifies the hazards, the people who would be affected, and whether the existing precautions get those people out. The output is an action plan ranked by risk, each item with a timescale.
Because there is no expiry date, the review is the duty. An assessment written three years ago for a building that has since been converted, re-let or altered no longer describes the building it covers.
LEGAL BASIS
Regulatory Reform (Fire Safety) Order 2005, as amended by the Fire Safety Act 2021 and section 156 of the Building Safety Act 2022
Article 9 requires the responsible person to make a suitable and sufficient assessment of the risks to which relevant persons are exposed, and to keep it under review. The Fire Safety Act 2021 confirmed that in multi-occupied residential buildings the assessment covers the structure, external walls and flat entrance doors. Since 1 October 2023 the assessment must be recorded in full in all cases.

For common parts of a block it is usually the freeholder or managing agent. For an HMO it is normally the landlord or licence holder. For a workplace it is the employer. More than one person can hold the duty at once.
Ours is Type 1 as standard: non-destructive, covering common parts. Types 2 to 4 involve destructive inspection or entry into flats and are quoted separately where the building warrants it.
Enforcement ranges from a notice requiring action to prosecution. Having a recorded, reviewed assessment is the primary evidence that you have met the duty.

A small converted house is typically 90 minutes on site. A purpose-built block takes longer. The report follows within 24 hours.
