Is PAT testing a legal requirement?
No regulation uses the term. The duty is to make sure the appliances you supply are safe, and testing them is the accepted way of showing you did. For HMOs the duty is explicit.
What does it cost?
From £49.99 per visit for up to ten items.
How often should appliances be tested?
Risk-based rather than fixed. For a furnished let, annually or at each change of tenancy is the normal approach.
Which appliances need testing?
Anything you supply and plug in. Kettles, washing machines, fridges, microwaves, lamps, vacuum cleaners, extension leads. Not the tenant's own belongings.
What an PAT actually records.
Most faults are found by looking, not by instrument. The formal visual inspection covers the casing, the cable, the plug, the fuse rating and any sign of overheating, and it accounts for the majority of failures.
The deliverable is an itemised register: make, model, location and result for every appliance. A single-page certificate saying the property passed is not evidence of anything in particular.

Electrical Equipment (Safety) Regulations 2016, with the Electricity at Work Regulations 1989 and the Management of Houses in Multiple Occupation (England) Regulations 2006
Appliances supplied must be safe. In HMOs, regulation 6 of the 2006 Regulations requires the manager to supply a declaration on the safety of electrical appliances to the local authority on demand. The Electricity at Work Regulations place the maintenance duty in workplaces.
